there can be only one [Icid] parameter in a method, and it should be last or second to last if last parameter has [retval] A parameter with the [ lcid ] attribute must occur last. The only exception is when there is also a parameter with the [ retval ] attribute. When both occur, the second to the last parameter in the parameter list must have the [ lcid ] attribute. The last parameter must have the [ retval ] attribute.
